RF Spectrum Intelligence Platform

1. AGREEMENT TO TERMS. These Terms of Use ("Terms") govern your access to and use of the SignalGround RF Spectrum Intelligence Platform ("Service") operated by New Vision Security LLC ("we," "us," or "our"). By accessing or using the Service, you agree to be bound by these Terms. If you are accessing the Service on behalf of an organization, you represent that you have authority to bind that organization.
2. DESCRIPTION OF SERVICE. SignalGround provides radio frequency (RF) spectrum intelligence derived from publicly available FCC Universal Licensing System (ULS) data, Antenna Structure Registration (ASR) data, and other federal datasets. The Service includes spectrum analysis tools, RF engineering calculations, 3D visualization, and AI-powered intelligence products. Data is processed through our proprietary rfcore database containing 177.5 million FCC records.
3. PERMITTED USE. You may: (a) run spectrum queries and generate reports for internal analysis; (b) export and share reports within your organization; (c) use outputs to inform wireless deployment planning and interference analysis; (d) integrate Service outputs into your internal systems and workflows; (e) use embedded training modules for personnel development.
4. PROHIBITED USE — RF TECHNOLOGY RESTRICTIONS. You expressly agree that you will NOT use the Service, its data, reports, analysis, or any derived intelligence to:
• Plan, execute, or facilitate RF jamming, signal interference, or any disruption of licensed radio communications
• Identify or target critical infrastructure (public safety, utilities, hospitals, airports, military) for harmful, malicious, or destructive purposes
• Conduct unauthorized surveillance, tracking, or interception of radio communications
• Violate any provision of the Communications Act of 1934 (47 U.S.C.), FCC regulations (47 CFR), or any applicable federal, state, or local law
• Build, deploy, or operate any device intended to interfere with, disrupt, or degrade licensed RF transmissions
• Identify vulnerabilities in public safety, first responder, or emergency communications networks for exploitation
• Harass, stalk, or threaten any individual or entity identified in FCC license records
• Resell, sublicense, or redistribute raw data outputs as a standalone data product
• Reverse engineer, decompile, or extract the underlying database, algorithms, or RF calculation methods
• Scrape, bulk-download, or systematically extract data beyond normal use
• Attempt to gain unauthorized access to other users' accounts or data
5. FCC DATA & PUBLIC RECORDS. The Service aggregates and analyzes publicly available data from the FCC. We do not guarantee the accuracy, completeness, or timeliness of federal source data. RF analysis results are for informational purposes only and do not constitute professional engineering advice, legal opinions, or FCC compliance determinations.
6. SERIAL NUMBERS, TRACKING & AUDIT. (a) Every scan, report, and intelligence product generated through the Service is assigned a unique, non-transferable serial number in the format SG-[SERVICE]-[DATE]-[SEQUENCE] (e.g., SG-PS-20260412-0001). (b) Serial numbers are permanently linked to: your authorization code, organization name, user identity, session timestamp, IP address, and query parameters. (c) We maintain audit logs of all serial numbers generated, including the geographic coordinates queried, radius scanned, data categories accessed, and export actions taken. (d) Serial number logs are retained for the duration of your subscription plus five (5) years for audit, compliance, billing dispute resolution, and legal purposes. (e) You may not remove, alter, or obscure serial numbers from any report or export. (f) Serial numbers may be used to verify the authenticity and provenance of any SignalGround report. (g) Unauthorized sharing of authorization codes or serial-numbered reports outside your organization constitutes a material breach of these Terms. (h) We reserve the right to audit your usage at any time. Abuse patterns detected through serial number analysis may result in immediate termination and referral to law enforcement.
7. AUTHORIZATION CODES. (a) Access requires a valid authorization code issued by New Vision Security LLC or an authorized partner. (b) Authorization codes are issued for specific purposes (evaluation, production, partner access, government, military) and may have time-limited validity. (c) You may not share, publish, or transfer your authorization code. Each code is tracked and tied to your organization. (d) We log every authorization event including: code used, organization, user name, email, IP address, and timestamp. (e) Codes issued through partner programs (e.g., VIB Network) are subject to additional terms specified by the partner agreement.
8. INTELLECTUAL PROPERTY. The Service, its analytical methods, RF calculation algorithms, intelligence scoring systems, 3D visualizations, and training materials constitute proprietary trade secrets of New Vision Security LLC. All rights not expressly granted are reserved.
9. DISCLAIMER. THE SERVICE IS PROVIDED "AS IS" WITHOUT WARRANTY OF ANY KIND. COMPANY DISCLAIMS ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE. RF calculations are theoretical estimates based on free-space models and do not account for terrain, buildings, or environmental factors unless specifically noted.
10. LIMITATION OF LIABILITY. IN NO EVENT SHALL NEW VISION SECURITY LLC BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, OR CONSEQUENTIAL DAMAGES ARISING FROM USE OF THE SERVICE, INCLUDING BUT NOT LIMITED TO LOSS OF DATA, REVENUE, OR PROFITS.
11. GOVERNMENT USE. If you are a U.S. Government agency, use is subject to FAR 52.227-14 and DFARS 252.227-7014. The Service is classified as "Commercial Computer Software" under applicable acquisition regulations.
12. GOVERNING LAW. These Terms are governed by the laws of the Commonwealth of Virginia, without regard to conflict of law principles.
13. TERMINATION. We may terminate your access immediately and without notice for any violation of these Terms, including any prohibited use described in Section 4 or Section 7. Upon termination, you must cease all use and destroy any downloaded reports or data.
14. INDEMNIFICATION. You agree to indemnify, defend, and hold harmless New Vision Security LLC, its officers, directors, employees, and agents from and against any and all claims, damages, obligations, losses, liabilities, costs, and expenses (including attorneys' fees) arising from: (a) your use of the Service; (b) your violation of these Terms; (c) your violation of any law or regulation; (d) any claim that your use of the Service caused damage to a third party; or (e) any unauthorized sharing of authorization codes or serial-numbered reports.
15. EXPORT CONTROL & NATIONAL SECURITY. (a) The Service may contain or display information about RF infrastructure in the vicinity of military installations, critical infrastructure, and government facilities. (b) You acknowledge that RF spectrum intelligence may be subject to U.S. export control laws including the Export Administration Regulations (EAR, 15 CFR Parts 730-774). (c) You may not export, re-export, or transfer any Service output to any country, entity, or person prohibited by U.S. law, including but not limited to OFAC sanctioned countries and denied parties. (d) You represent that you are not located in, under the control of, or a national or resident of any such restricted country or on any restricted party list. (e) Any use of the Service to identify vulnerabilities in national defense communications infrastructure is strictly prohibited and may be reported to the appropriate federal authorities.
16. PROFESSIONAL DISCLAIMER. (a) SignalGround is an information and analysis tool, NOT a substitute for professional engineering services. (b) RF calculations, coverage estimates, interference analyses, and deployment recommendations generated by the Service are theoretical models based on free-space propagation and publicly available data. They do NOT account for site-specific terrain, building materials, vegetation, atmospheric conditions, or equipment specifications unless explicitly noted. (c) You must not rely solely on Service outputs for any decision involving life safety, structural engineering, regulatory compliance, or FCC filing. (d) A licensed Professional Engineer (PE) should be consulted for any project requiring stamped engineering documents or regulatory filings. (e) New Vision Security LLC is not an engineering firm and does not provide professional engineering services.
17. FORCE MAJEURE. We shall not be liable for any failure or delay in performing our obligations where such failure or delay results from circumstances beyond our reasonable control, including but not limited to: acts of God, natural disasters, pandemics, government actions, war, terrorism, civil unrest, power failures, internet disruptions, Microsoft Azure service outages, FCC data feed interruptions, or cyberattacks.
18. MODIFICATION OF TERMS. We reserve the right to modify these Terms at any time. Material changes will be communicated via email to the address associated with your authorization or posted on the Service. Continued use of the Service after the effective date of any modification constitutes acceptance of the modified Terms.
19. SEVERABILITY. If any provision of these Terms is held to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect.
20. ENTIRE AGREEMENT. These Terms, together with our Privacy Policy and any applicable subscription agreement, constitute the entire agreement between you and New Vision Security LLC regarding the Service and supersede all prior and contemporaneous agreements, proposals, and communications.
